Agreement on Cooperation Signed between ARPA and AZTN
Neven Šprlje, Director of the Agency for the Audit of European Union Programmes Implementation (ARPA), and Dr Mirta Kapural, President of the Council of the Croatian Competition Agency (AZTN), signed an Agreement on Cooperation aimed at further enhancing cooperation between the two institutions in areas falling within their respective competences.
The Agreement establishes a framework for cooperation between AZTN and ARPA in the field of competition protection in public procurement procedures within the scope of audits conducted under ARPA's remit, with the aim of ensuring effective and efficient competition in the Republic of Croatia.
The cooperation will include the exchange of expert opinions, experience, data and information of mutual interest, as well as the provision of professional and technical assistance in matters falling within the competences of the contracting parties. Within the scope of its powers, ARPA will be able to submit initiatives to AZTN to initiate proceedings in cases involving potential distortions of competition in public procurement procedures, in accordance with the provisions of the Competition Act.
In addition to the exchange of information and direct cooperation on specific cases, the Agreement also provides for continuous training of AZTN and ARPA experts in the field of competition protection and related areas, the joint organisation of training programmes, professional meetings, workshops and conferences, as well as cooperation in the implementation of projects financed by European Union funds and other international activities of mutual interest.
The signing of the Agreement will further strengthen cooperation between AZTN and ARPA and reinforce the institutional framework for effective protection of competition in public procurement procedures.
