AFCOS network is the system through which the coordination of legislative, administrative and operating activities is performed, aiming to establish the protection of EU financial interests. AFCOS also constitutes a direct cooperation with European Commission Anti-fraud Office (OLAF).

 
In the Republic of Croatia, the AFCOS system comprises:
  • network of bodies managing and using EU assistance funds
  • network of bodies dealing with combating fraud, corruption or any other type of irregularities in the system
  • Ministry of Finance – Independent Department for combating irregularities and fraud, fulfilling the coordinative role within the system and acting as a contact point to the OLAF
AFCOS network was established by the Decision of the Government of the Republic of Croatia, (Official Gazette, number: 92/08). Thereof, all responsible persons were also designated in order to represent their bodies in the AFCOS network and tasks of bodies included in the AFCOS network were clearly defined.
 
AFCOS network consists of the following representatives:
  • Ministry of Justice
  • Ministry of the Interior
  • Ministry of Economy, Labour and Entrepreneurship  - Department for public procurement system
  • Central State Administration Office
  • State Audit Office
  • State Attorney's Office of the Republic of Croatia and the Ministry of Finance – Tax Administration, Customs Administration, Financial Police and the Sector for Budget Supervision.
According to the needs, the Ministry of Finance – Independent Department for combating irregularities and fraud may include even representatives from other public administration bodies into the work of the AFCOS network.
All bodies within AFCOS network are obliged to cooperate with the Ministry of Finance – Department for Combating Irregularities and Fraud. They are also obliged to exchange information and provide help among themselves in the light of all issues relating protection of EU financial interests.
