AGRICULTURAL FUNDS

Common Agricultural Policy (CAP) Strategic Plan 2023–2027

Strategic plans within the Common Agricultural Policy (CAP) promote the transition to a smart, sustainable, competitive, and resilient agricultural sector, thereby ensuring long-term food security. In addition, these plans contribute to achieving climate goals, protecting natural resources, preserving and enhancing biodiversity, and strengthening the socio-economic structure of rural areas.

CAP plans enable numerous interventions tailored to the specific needs of Member States and their regions. For the first time, the strategic plans define a comprehensive strategy that covers all main CAP-funded instruments: direct payments, rural development measures, and sectoral market measures.

The Republic of Croatia has developed a national CAP Strategic Plan that combines income support, rural development measures, and market measures. The Croatian plan is based on European Commission policy packages, adapted to national needs and capacities.

The European Commission approved the CAP Strategic Plan of the Republic of Croatia by an Implementing Decision of 28 October 2022, in accordance with Regulation (EU) 2021/2115. The decision and annexes to the plan are published on the website www.ruralnirazvoj.hr.

The Government of the Republic of Croatia adopted the Decision on the adoption of the CAP Strategic Plan in Croatia for the period 2023–2027 (Official Gazette No. 22/23).

The total budget of the CAP Strategic Plan in the Republic of Croatia amounts to €3,746,439,452, of which €3,384,877,748 is provided from the European Union budget, while €361,561,704 represents national co-financing. €1,873,851,185 is allocated to direct payments, fully financed by the EU. A total of €62,489,511 is allocated to sectoral support, of which €52,947,558 comes from the EU and €9,541,953 from national co-financing. A total of €1,810,098,756 is allocated to rural development, of which €1,458,079,005 is provided by the EU and €352,019,751 by Croatia as national co-financing.
