Welcome to the website of the Agency for the Audit of European Union Programmes Implementation System (ARPA)!

Republic of Croatia has as of 1 July 2013 become the 28th member state of the European Union, and as such it participates in the EU Funds, i.e. has right to utilize the funds through programmes and projects financed or co-financed through EU budget.

One of the assumptions for successful and efficient utilization of the EU funds is the effective management and control system within national structures responsible for their implementation.

One of the main factors for the implementation of EU programmes is the Audit Authority. The role of the Audit Authority in Republic of Croatia is the Agency for Audit of European Union Programmes Implementation System (hereinafter: ARPA), which was established with the Regulation which was adopted by the Government of the Republic of Croatia in June 2008.

The founder of ARPA is the Republic of Croatia, and the founding rights and duties are exercised by the Ministry of Finance. ARPA has been established as a public institution, and its activities are audit and verification of the compliance of implementing EU programmes in which management and responsibility have been transferred on Croatia.  

ARPA prepares and submits annual audit (control) reports and audit opinions to the EC Services, in which ARPA reports on effectiveness and efficiency of the management and control system of EU funds in Republic of Croatia. It also reports on validity, regularity and legality of all accounting records and executed transactions. In this way, ARPA directly reports to the European Commission as the Croatian Audit Authority and it protects the financial interests of the Republic of Croatia and of the European Union.
